> FROM THE 1994 NCAA ICE HOCKEY RULE BOOK - PAGE 21, SECTION 5,
>PARAGRAPH H - "IF, IN THE LAST TWO MINUTES OF REGULATION TIME OR ANY
>TIME DURING OVERTIME, THERE IS A DELIBERATE ILLEGAL SUBSTITUTION ( TOO
>MANY MEN ON THE ICE), A PENALTY SHOT/OPTIONAL MINOR PENALTY SHALL BE
>AWARDED AGAINST THE OFFENDING TEAM. NO ADDITIONAL PENALTY SHALL BE
>ASSESSED."

Now that somebody has quoted the appropriate rule, I thought I'd
mention that a couple of weeks ago the officials invoked the rule in an
NHL game (NY Rangers vs. LA Kings). An LA player jumped off the bench
in overtime, effectively thwarting a developing 3-on-2 (not even a breakaway),
and NY was awarded a penalty shot. The referee ruled "illegal substitution."

The word "deliberate" appears to be the important one. I guess it's
a judgment call.
