I just looked up old seeding info on John Whelan's Joe Schlobotnik
site.  Perhaps you're referring to 1996, when it was between the two
ECAC teams you mention and Lowell?  From what I can see, the PWCs were
straightforward that year, and the only thing that complicated matters
was an (apparently) attendance-based decision to keep Cornell east.
Nothing in the last three years lines up, and John hasn't done the PWR
stuff for 1994 or 1995.

This is exactly what is driving my expectation of placement of UNH out
west.  When Colgate is factored into the mix, BU winds up winning out
in the in-region PWR over UNH and BC.
 
I'm not quite sure why we're expecting the committee to play off three
teams here, as it's not like they're competing for a single "slot" on
the surface of it (as compared to competing for the last tournament
spot or breaking a tie in the rankings).
