That term is hard to define!  Each state was granted by the federal
government funding to purchase what usually were the old "Normal" teachers
colleges, in the 1800's.  They are supposed to stress agricultural and or sea
studies.
 
Orono is ours in Maine, and has been cut mercilessly by our government, to
it's detriment.  Part of the reason why compliance was not up to the level
required by the nationally recognized sports programs at Maine!
