Scope: Loss of internet connectivity

Summary: 
	The switches in the John Mitchell center(JMC) will be upgraded to newer models, this will cause downtime for the police department, child care building, and the John Mitchell center.
Downtime to the connecting buildings(police/child care) should be for a short amount of time, while JMC will be till 7am.
