*Government Relations Update*

This week, legislators on Capitol Hill are negotiating a continuing
resolution <http://t.congressweb.com/l/?BBWFRGNVBUZITZK> to keep all
government programs running at their current funding levels through
December 9. This means that we have between now and early December to
target Members of Congress locally to shore up their support of the proposed
$60 million increase <http://t.congressweb.com/l/?BBWFRGNVBUGZSZV> in TRIO
funding for Fiscal Year 2017. (Because funds allocated for Fiscal Year 2017
will fund activities during Program Year 2017-2018, a $60 million funding
increase would result in increase in current TRIO grant awards as well as
boost the number of grants funding in the upcoming Upward Bound, Upward
Bound Math/Science, Veterans Upward Bound, and McNair Postbaccalaureate
Achievement Program.)

*Department of Education Update*

*Talent Search and EOC*
At COE’s Annual Conference, Dr. Linda Byrd-Johnson stated that the TS
funding band programs will know of their funding status by this Thursday,
September 15.  She also stated the EOC funding band programs will know of
their funding status by the end of this month.

*Upward Bound*
On August 18, the Department of Education released
<http://t.congressweb.com/l/?BBWFRGNVBUIYAAS> a draft application for the
FY 2017 Upward Bound grant competition. The proposed application includes
one competitive preference priority worth three (3) points for applications
supported by evidence that meets the “moderate evidence of effectiveness”
standard. The draft application also proposes an invitational priority,
which affords no additional points, through which the Secretary encourages
applications from programs that would increase opportunities for
participants to earn postsecondary credits in high school (e.g., dual
enrollment).
