McNamara said of the fire-bombing of many  (Cleveland-sized, 
built-with-wood) Japanese cities that if the US had lost the war, he and 
others would have been tried as war criminals.  I recommend Isao 
Takahata's 1988 anime film, Grave of the Fireflies.
