The "Dippy William" comes from the essay "Mr. Housman at little Bethel"
reprinted in T. S. Eliot's *Literary Essays of Ezra Pound*.  Earlier in
the same essay Pound refers to Blake as "Willie Blake" in the context of
Blake's insanity.
