High school students aren't eligible because their age group includes
athletes that could conceivably be considered "prospects."  If a "prospect"
receives an "extra benefit" from the athletic department, all sorts of NCAA
compliance red flags get raised. So, rather than risk a possible compliance
issue, high school students are disqualified from situations in which the
NCAA could determine that they received a special benefit.
