why limit discussion by creating a rule or understanding against it?  I have no desire to discuss Kosovo, but if people want to discuss it, why not use this forum? If they don't, the discussion simply will not fly. Pound talked about everything under the sun, and Confucius, his sometimes mentor, thought that rules begat more rules, all of which stopped people from thinking and acting responsibily.
