Scope: upgrades to router boards - UMS and MSLN

Summary: 
	Will be upgrading hardware on routers located in Portland.  The following will  be affected:
- StateofMaineCMCC-primary
- CAT-P-ITS 
- MMCRI
- Akamai Server farm
- GW-P-MSLN
- GW-P-Science (conductivity for USM will be down)
- UMS centers (Rumford, Rockland, SouthParis, Saco, Sanford)
- Darling Marine Ctr.
- MPBN - Marginal Way
- HE-MaineMaritimeAcademy

There are two upgrades and each should take about 15-20 min.
