Scope: Switch Management Tool updates

Summary: 
	Several UMS campuses utilize ITS' Switch Management Tool. This version (1.3) will provide initial support for MAC address searching across a user group's authorized switches. Down time will be 1 hour, but due to other maintenance work effecting electrical power, anticipate access will be unavailable for the entire maintenance window (5:00am - 10:00am)
