The filters have been converted for most users; all but the 145 who had
both new and old filters.  I'll have to deal with them one by one.
But...

There is one gotcha that I'm working on.  While the filters have been
converted in the database, it turns out that they have not been pushed
to the mail server and so are not really active yet.

They can be activated by logging in to Horde, Clicking "Filters", click
on any of the existing filters, "Click Save".

The new filters are applied when the mail arrives at the mail server,
not when you log in to IMP or click on the "Apply filters" icon.  To
clean up mail in the inbox that did not get filtered because of the
above problem, you can log in to the OLD Horde/IMP and click the "Apply
Filters".
