Sorry for being a little late on this one, but re:
Pound on Nietzsche, Ez himself wrote that that the
will to power “was literatureifyed by an ill-balanced
hyserical teuto-pollak. Nothing more vulgar, in the
worst sense of the word, has ever been sprung on a
dallying intelligentsia” (Pound, Jefferson And/Or
Mussolini 99).

I think the Neo simply refers to this interpretation
as understood by said "dallying intelligentisa."
