But the penalty doesn't actually start until the whistle blows. Thus, even
though separated in time, they are coincidental. I've seen that a lot -
delayed penalty called, second player retaliates (even after the whistle),
but both penalties occur at the same point on the clock (since its stopped)
and therefore are coincidental.
