We have received an update from UUNET.

UUNET has stated that the outage is circuit related and has logged the
problem with the circuit provider, AT&T.  AT&T believes it is a local
loop problem and has opened a ticket with Verizon.  We have escalated
our ticket with UUNET to level one, and each vendor (UUNET and AT&T)
have escalated their associated tickets down the line.

In short, we are waiting for AT&T and Verizon to resolve the circuit
problem.
