If the price of freedom is eternal vigilance, then the NCAA can charge your
credit card until you or someone else sues them. Obviously no one has and won.

Don't think of it as a charge for tickets that you do not have. Think of it as
a security deposit or downpayment. An NCAA refund will make everything equal
until interest payment accrue. I am sure they will refund the ticket price
charged but not any interest. So, does that imply that for the convenience of
the buyer the NCAA would make sure to charge for the tickets and give a refund
within the same month so as to avoid any interest charge? Or should the buyer beware?

Here's something unique. I was charged twice. Once for my B lottery ticket and
again for my E lottery ticket. I was dumb enough to send them in separate
instead of together. Immediately after the E lottery charge was a refund! So
they are at least keeping track of who has entries in the lottery.
