Individual venues can make policy about how far away physically you have to
be before you can sell tickets to an event being held there.  But other
than that, it's all about state law - and NY state law, which would apply
at the Pepsi, says you can legally resell tickets for face value plus $5 or
10%, whichever is greater.  The sign was incorrect.
