one starts with tim brule's    PAIRWISE COMPARISON POWER RATINGS

now we remove maine and lop off the bottom (do we lop at 12 teams or
at 6 east and 6 west ???  I've chosen to lop at 12
this gives 5 eastern teams and 7 western teams.  Who initially east?
Should it be the LAST western team (Denver) or the 3rd western team
(LSSU) I've chosen LSSU because I believe it is more appropriate for
the 4th ranked team to get the 4th bye than for the 8th ranked team to
get the 4th bye

my personal prejudice says it would be nice to swap michigan
and vermont to end up with

All 4 first round games are east versus west
No team plays a team from their conference in the quarter finals
