I don't think the NCAA can do much about it.  The Rules Committee issues
Points of Emphasis that get emphasized December or so.  By then the coaches
have argued the officials into submission.  Nothing will change until the
coaches decide it's important.  One of these Aprils they should move the AHCA
meeting to some place like Saskatoon and work on reaching a consensus on rules
enforcement.
