No, as I understand it Dale and Carol are talking about two different things.
If you have two applications you can send in a request for 8 tickets (2x4) as
a group and your request for 8 will be given E priority. However you can
combine the two applications and request 4 tickets ((B+E)=1 so four is 4x1)
and the request for four tickets is given A priority. Quality versus quantity
as is often a question.
