I've only counted two outages, both while a bunch of games were in
progress, both apparently coinciding with odd thread behavior in the
"Score Updates" forum of the message board.  I'm wondering if there's
some kind of link.

Anyway, USCHO is back up now and they have all of the scores in place
already; even some box scores.

If you're looking for score updates while USCHO is down, I'd suggest
USA-Today.
