Actually, at least in Manitoba, the time outs come after 13:00 and 9:00. If
the game is televised there are four time outs, the additional ones come
after 17:00 and 5:00. As I recall, a time out can't be taken in the middle
of a power play.
 
The TV time outs really stand out in hockey, because hockey doesn't have a
lot of long delays normally. Teams are only allowed one thirty-second time
out per game (normally taken late in the third, if at all). Adding six or
tweleve 90-second time outs changes the flow of the game, IMHO.
 
IIRC (and I can check if anyone is really interested), the NHL used to use
several shorter TV time outs per period. I think that may be a better way
to go.
