The arena in Albany >DOES< have 18000+ seats.  I attended the FF there back in
1992, and it was a pretty nice place.
 
As it was explained to me just the other day, the NCAA gets most of the "good
seats" in the lower deck for the FF, possibly everything between the blue
lines, plus the corners for the 4 teams.  What's left is used for the lottery
and other packages.  This is probably the main reason that the Albany package
did not give you the same seats for both the regionals and the FF.
 
It is also my understanding that the Albany package is not an "NCAA" package,
but something offered by the ECAC and Pepsi Arena.  Thus the tickets available
would be outside of the NCAA "zone".
