Here is the exact wording of the proposal.
 
"In Division I, subsequent to graduating the date that the individual's
high-school class normally graduates from high school (or the international
equivalent as specified in the NCAA Guide to International Academic Standards
for Athletics Eligibility), a student-athlete shall have one year or one
sport season, whichever is earlier, in order to be immediately eligible and
retain the opportunity for four seasons of competition upon initial,
full-time collegiate enrollment."
 
 
"the one-year or one sport season time period in which precollege prospects
may engage in competition without using a season of competition should be
measured from the time the prospect's high-school class normally graduates
(i.e. the last class of which the prospect was a member while enrolled in
high school). Such a standard will deter prospects from delaying graduation
from high school in an effort to avoid the application of the legislation."
