Perhaps this has something to do with the fact that the only two real
choices for 18 year old basketball and football players are college or the
pros.  In fact there aren't even professional minor leagues in those
sports, at least not in the usual sense.  With more non-professional
options for hockey players, there is more of a need to accomodate the
players who take those options.
