Also, who knows if Penn State is ever going to move their program to D-I, and
doesn't Illinois have a club team, too?  Maybe if ND joined the league,
(personally, I hope they don't) and there was a Big 10 conference for hockey,
the schools with club teams would consider moving to D-I.
 
Can anyone help me with this:

Illinois               ACHA (I think?)

You won't see Penn State or Illinois, both of which have solid club teams, go
varsity because of Title IX.  We've added soccer and women's hockey here because
of that, Wisconsin announced last week that they will add women's hockey in 199
and Michigan will probably do so soon.  Almost any school with a football
program is not going to be in line with Title IX demands at the present time so
state schools cannot currently afford to add men's sports.
 
Elevating them to the Division I level is a different story, however. That's
something that's not difficult to do, especially since it really becomes a
revenue-generating sport at the D-1 level and it doesn't require elevating your
other programs (if you're decide to go D-1 in basketball or football, you're
entire program has to go D-1).
