Not according to the scenario I just ran.
 
I had SCSU beating UMD in the 4-5 game, but losing to UND and CC. St.
Cloud ended up as my 12th team. (Due to matchup fun 'n' region-switching
they became the 5th seed in the West, FWIW.)
 
[I had UND beating Wisconsin for the WCHA, OSU over Michigan State for
the CCHA, Clarkson over Yale (and Harvard over Cornell for third) in the
ECAC and BC over UML in HEA.]

I'd agree with this statement.
 
Now I'm going to see if I can get Princeton or Cornell an at-large berth.
