I think the requirement is intended to prevent cheating on scholarships.
Without such a rule, schools could recruit a bunch of "football players"
who just happen to have excellent skating skills and have them play hockey
as walk-ons.  Who could imagine such a thing happening in the pristine
world of college hockey?
