MassGIS is undertaking an update of the State’s geospatial strategy, last updated in 2007. MassGIS would like all geospatial data and technology users in municipal and regional government, state government, federal agencies, non-profit organizations, higher education, utilities and the private sector to participate in the development of the strategy.
The strategy will lay out the strategic direction for all geospatial activities in the Commonwealth. MassGIS will lead the strategy development. Yesterday afternoon the State and local Government Committee voted out on LD 1687 "ought to pass as amended" by a unanimous bipartisan vote! The Republican caucus was concerned about the additional positions required by the bill and asked for an amendment to the bill that would require the Department Administration and Financial Services to review the States GIS infrastructure in collaboration with other state agencies to determine if there are more efficient ways of providing state GIS services.
Don't forget to get your testimony on LD 1687 into the State and Local Government Committee. The hearing begins tomorrow afternoon at 1 PM. SEveral bills are on the agenda and it is not possible to know when this one will be heard. Bring Snacks!

I am reaching out to you to obtain your assessment of leaf conditions in MidCoast Maine for LiDAR acquisition this spring. The attached image shows the spring 2023 LiDAR Collection - this is for Quality Level 1 data and covers almost 3300 square miles! This year the State of Maine is teaming with USGS through their Broad Area Announcement (BAA) program, and they are asking us for leaf and snow conditions to share with their acquisition contractor, NV5. We would like condition assessments from Kingfield to Howland, Ellsworth to Norridgewock and all communities in between. Please see attached image for this year's program.
Would you please update me with your assessment of your area and provide images if possible? I am specifically requesting the location and images of amount of snow and leaf conditions. Right now the focus is on the remaining snow in the woods and snowpiles in the parking lots.

This project will interpret satellite imagery and aerial imagery to build examples for data processing and machine learning tools. Our lawmakers are going to negotiate over this.

Call for Papers MEGUG 2022 Fall Conference, Belfast October 28, 2022 Maine GIS User Group (MEGUG) is the state's professional network organization for GIS users. For the first time since 2019, we will be holding an in-person Fall Conference and Annual Meeting at the Hutchinson Center in Belfast.

Thank goodness for NOAA. I found (directed by a friend) an easy way to get this done and in addition the pollylines created had the correct elevations on them, whereas on your site I always had to put elevations on the polylines.

Great news! All the imagery scheduled to be flown this year, including the rollovers from 2021, has been acquired under ideal conditions and has passed its initial review. This year's acquisition included aerial imagery for over 16,000 square miles ranging in location from the Town of York to the Town of Frenchville!
The anticipated schedule for the orthoimagery project looks like this:
- Ground control and processing: June - July - Orthophoto generation: June - August - Mosaicking and quality control (QC): July - November - Delivery to purchasers: by December 31, 2022 - Availability on the Maine GeoLibrary Data Catalog: by January 31, 2023

The Maine GeoLibrary is seeking assistance collecting snow and leaf conditions around the state. Nearly 21,000 square miles are scheduled to be flown for imagery and data collection projects. Our contractor crews need assistance in tracking the change in conditions so they can fly missions moving south to north as the snow melts and before leaves are in bloom. We have deployed a simple-to-use survey application that will assist in mapping and visualizing the change in conditions between now and May 31st. Using a standard browser on a computer (we recommend Google Chrome), tablet device, or smartphone, you can access the survey from our public site at https://survey123.arcgis.com/share/47f25b540e5242af80ed5af0b70a5b5e and answer a few simple questions about your location. The survey can be completed in less than 2 minutes, including the option to include photos. We are also accepting reports emailed to [log in to unmask]
We ask for no personally identifiable information and your data remains secure once submitted. The following steps outline how to record a report.
Step 1: Once you have loaded the survey on your browser, select the date (day/month/year) of your condition report.
Step 2: Enter the address of your location. Click on the icon that looks like a magnifying glass and the survey will map this location. If you are using a device with GPS tracking enabled, the application will register your location’s latitude and longitude. Alternatively, you can click and drag on the map to manually pan and zoom to the location of your report; then click on the map to place the blue locator pin.
Step 3: Tell us if your area still has snow on the ground. If you select the “Yes” button the form will open a box where you may enter a brief description such as “Several inches covering everywhere” or “Just piles from the snowplow hanging on.” You can also load a photo either from an existing file or, if you allow access, the application can take a photo with your device’s camera.
Step 4: Tell us if leaves are starting to develop and at what stage. Again, you will be provided the option to load a photo showing the typical scene around you. Don’t forget to hit the submit button when you have filled in the last of your information and images.

It's time for spring flying in Maine! The Maine GeoLibrary has coordinated Spring 2022 acquisitions for over 16,000 square miles of aerial imagery and approximately 4,800 square miles of LiDAR for the State; this includes the rollovers from 2021 as well.
I am requesting your help in providing current ground conditions across the state of Maine for these programs to determine best flying times.
Please provide the following: a. Your location (city/town, county). b. Any snow on the ground? Yes/No. If yes, where? (Parking lot snow piles, ditches, edge of water, etc.) Include photos if possible. c. Leaf-out/leaf pop conditions. Include photos if possible.
The Orthoimagery and LiDAR Programs are covering large geographic areas, so your assessment is greatly needed. Feel free to forward this email to colleagues so that ground conditions are well represented throughout the state. Ideal flying conditions are leaf-off with no snow, on a clear, sunny, cloud-free day with good sun angle. Our flight contractors will evaluate ground conditions with weather conditions as they fly. The Maine GeoLibrary Strategic Plan that is the guide for strategic work performed on behalf of the Maine Library of Geographic Information was last updated in 2009. This plan will form the basis for completing and maintaining the Board’s OneMAP for ME program and other strategic efforts to build or provide access to core

The Maine Office of GIS had to migrate ownership of the Maine orthoimagery services, which resulted in the removal of OGC WMS services. The WCS is still available, and is now the recommended OGC resource for consuming orthoimagery services in a GIS client. This was an unscheduled change necessitated by a required technology update, which is why we were unable to provide advanced notice.

There is currently a partial outage with the process to download GIS data from the Maine GeoLibrary Data Catalog impacting the direct catalog discovery and download tools. Our technology provider has identified a bug and is working toward resolution and restoral. We do not yet have an estimated time for resolution, but are actively monitoring progress to that end. Until a solution for the direct download option is deployed, we encourage our users to consume our GIS services and/or perform downloads from within compatible GIS clients connected to these services that support using the Esri REST API.
Progress updates to this notification will be posted as more specific timing for correction of the bug is known or as process conditions change.

Students in GIS 101: Geospatial Careers will develop important career skills and meet and interact with professionals in a variety of geospatial fields. Geospatial professionals will visit class each week to share their education and work experiences, offer advice for aspiring professionals, and discuss strategies for gaining experience in the field.

Good Morning All, Claire and Emily have been working on a new Land cover application <https://www1.maine.gov/geolib/programs/landcover/index.html> detailing the work done to get high resolution land cover data for the state. They have done an awesome job showing the multiple partnerships enlisted to bring this project to the initiation stage. Once completed by NOAA and the University of Maine Intelligent GeoSolutions group the data will be used by a variety of industries and organizations relying on high-resolution land cover data for analysis, assessment, management, and modeling projects. Forest type-specific data supports a variety of natural resource applications, which in turn benefit
Auburn and Lewiston will be hosting the Maine State Bicentennial Parade on August 21st. The two cities will be utilizing GIS for parade line-up, real-time parade tracking, traffic management, and emergency planning/operations.
Jim Ward (Lewiston) and myself will be staffing parallel Emergency Operations Centers, which will be stood up in each city. We're looking for a few GIS folks willing to volunteer on the day of the parade. We need assistance working with parade staff to set up mobile field applications before the parade starts, and working with Emergency Services, 911 Dispatch, and Public Works throughout

The Maine Library of Geographic Information (aka Maine GeoLibrary) is pleased to announce selection of the Timmons Group for supporting the GeoLibrary Board in its work planning for the future. The last plan update<https://www.maine.gov/geolib/policies/otherdocs.html> was done in 2009. Therefore, given rapid changes in technology and GIS capabilities this update is long overdue. Contract negotiations are in progress, and we will be reaching out to our GIS community to participate in our data gathering and planning efforts.
I sit on the Ellsworth Broadband Committee (non-paid volunteer position) and wish to map internet service providers /assets/ in order to help the committee begin its planning for expanded broadband coverage in the City; noting, I'm _not_ talking about the /FCC Form 477 //data <https://www.fcc.gov/general/broadband-deployment-data-fcc-form-477>/.
